Who We Are

The Balch Springs Library – Learning Center is located at 12450 Elam Rd. in southeastern Dallas County. The library opened its doors in April of 2006 and since that time has had over 80,000 visitors to the facility per year. The facility was funded with Economic Development Type B funds and is an asset to the City of Balch Springs by offering a wide variety of programs and materials to meet the needs of the community. The library offers free library cards to anyone 17 years old or older that lives in the cities of Balch Springs or Mesquite with a valid photo ID. Anyone 17 years old or older that lives outside of Balch Springs and Mesquite is eligible to receive a one year, non-resident card for a $15 fee and a valid photo ID.

The library holds over 30,000 items that include books, DVD’s, video games, Wifi hotspots, STEAM kits, audiobooks, and much more. Additionally, over 30,000 downloadable items are available through Libby such as books, audiobooks, and movies. These materials are free for Balch Springs Library – Learning Center card holders. The library also has a computer lab with computers available for research, job hunting or homework help. The library provides free computer services to anyone with a valid photo ID.  Our workforce development program helps patrons with all their workforce needs including job hunting, website searching, resume creation, resume formatting, and email help.

Our Mission

The Balch Springs Library - Learning Center is the gateway to learning in our community by providing educational, informational, cultural, and recreational needs to the entire community in an atmosphere that is welcoming and respectful.  


In addition to loaning materials, library staff help patrons with a variety of technology such as downloading e-books, cell phone printing, other computer related help. The library offers free Wi-Fi for anyone at the library. We also have a variety of online services such as:

  • Mango Languages – Several languages to choose from including English and Spanish
  • Libby – Downloadable books, audiobooks and movies
  • TexShare Databases – Legal forms, Chilton car repair manuals, Learning Express (job seekers), research databases, career and test prep center, and much more.
  • Dallas Metro News Center – Includes local printed and online newspapers, blogs, journals, newswires, broadcast transcripts and videos.


  • 1,000 Books Before Kindergarten targets children ages birth to four years and prepares them to start kindergarten by increasing their language skills through reading and bonding with their caregiver. Partnering with Mesquite ISD’s READ-PLAY-TALK program, this program is proven to prepare kids for school just by reading.
  • Summer Reading Program is for all ages. The library provides entertainers, teen programs, movies, crafts, and rewards for reading.
  • Preschool Story Time is offered every Wednesday at 11 am for ages 2-4 years old
  • Hispanic Heritage is celebrated September 15 – October 15.
  • Black History is celebrated in February.

Workforce Development @ the Library

The workforce development program was created with funding from the Balch Springs Economic Development Corporation and with grants from the Texas State Library and Archives Commission and the Institute of Museum and Library Services. Through this program the library provides services to jobseekers and entrepreneurs in the City of Balch Springs. The goal is to provide patrons with library resources that will help them find jobs, grow in the workplace, and succeed in life. Our entrepreneurs program provides resources to help those wanting to start or grow a business. Through this program, specialized workforce development staff helps with the following:

  • Resume’s (creating, formatting, printing, attaching and saving).
  • Email (creating, attaching resumes, printing, etc.)
  • Job searching
  • Website assistance
  • GED and ESL classes
  • Small Business Association (SBA) classes for entrepreneurs
  • Interviewing skills
  • Career changes (Workforce Solutions)
  • Job fairs
  • Material resources for workforce development
